Decline after stroke


Hello,
My mom had a hemorrhagic stroke about 6 weeks ago. The first couple of weeks in the hospital, she was reasonably alert and communicative, and she had some movement. Since then, she has declined to the point where she is completely immobile, sleeps all the time, barely answers yes or no questions, and she has a feeding tube. Does this indicate that she didn't get proper care after the stroke, or is it normal to be better after the stroke and then decline? Thank you.
